Here's the problem: if you are 18 and the person you are dating is 14 and the parent's of this minor get mad at you then they can prosecute you! (or vise verse). So be careful.

I had a situation a while back when my friend's daughter was caught with a 19 year old (she was 15 going on 16). They were kissing (we don't know if they were having s*x at the time). He flipped. Dragged his **** outside of his home and threw him out. Called the cops and they later found him and arrested him. He was charged and did do time in jail. We later found out that he was not having s*x with her, but the way my state defined sexual assault, he was in the wrong.

So beware. And check your statutes and penal codes on sexual assault for minors. You may be surprised on how your state senator's defined "sexual assault."

Not illegal, unless he puts his hands on you or kisses you.  Even if he never touches you your parents could have him charged with contributing to the delinquency of a minor, and a lot of other charges.  The old saying is "16 will get you 20".  That means years in prison.  In your case I guess it is "14 will get you 40".

Why doesn't he date girls his own age?  Why do your parents allow this?

sexual conduct would get him locked up. remember s*x isnt the only sexual conduct, if you dont no  what the rest are, you shouldnt date him. dating isnt illegal. however, DONT do anything more than a little peck kiss, cuz that violates the public deal lol

as long as there is no type of sexual contact, it would be legal, the only problem is if someone states you did something, how would either of you prove you did not. It is not illegal per say, but it is very risky.

It is illegal, unfortunately, with or without s*x, he is an adult, and you are a minor who is under consenting age. He can go to jail and be classifyed as a "predator".
