Is it illegal to not provide shelter for pets in utah?

i hate to see when people have horses that are fenced in when it snows and have no shelter from the snow not a tree ot a stable and they just have to stand there it makes me real sad you know if they could they wouldn't just stand there if they weren't in a fence they would go find shelter so I'm wondering if people can get in trouble for not providing shelter for there horses

so is it illegal in utah i think it should be everywhere does utah even have animal rights yet?

  1. Yes it is illegal and you can contact the local office of the ASPCA and they will intervene, all jurisdictions have an animal control officer some called different things but the same responsibilities, just call your local police department and they will have a contact number.~
