You mean as in impersonating the person?  It is certainly against the TOS, at least in this forum.  Regardless of whether its illegal, it certainly is unethical.

oooh that's a good question, I've always known that it was illegal to open up somebody else's mail (like from the outside mailbox), but I don't know if the terms apply to the internet.

Using someone else's screen name and trying to make others think you are someone you are not is impersonation -- illegal.  And if you use someone else's screen name to flame or defame, you are liable for criminal charges and civil damages to the person you defame, and to the person you tried to pass yourself of as.
