Is it illegal to return tobacco (ie cigarettes)

Question

I live in New Jersey and work for a supermarket. A customer bought a pack of cigarettes and came back about half an hour later and wanted to return/exchange them.

According to the store manager, it's a state law that tobacco cannot be returned/exchanged. I've googled the problem, but with no answers. Perhaps you would know if it's illegal to return/exchange tobacco products? Thanks!

if it is illegal to return/exchange cigerettes why have they always done so in the past because 9 times out of 10 they always grab the wrong ones. And when your in a rush to get back to work you grab what they give you then you relize it was the wrong one
