No. I used  a credit card only last month to send several  1000  ÃƒÂ‚£ to the USA.  All the person needs is a bank accont and you can transfer mony into it, perfectly legally.  How do you think I paid for American purchases and motel bills when I was in the USA?

Absolutely No! what is wrong in sending money; their visa has not expired even if it is expired there is nothing wrong in sending money to your family as long as it is not drug money!
