Staying in a hotel, watching a show, eating at the restaurants, all of that is perfectly legal.

The answers are correct.  You can stay in the hotel and eat in the restaurants if you are under 21.  

I do not know about other states, but if you are under 21 in Nevada you can pass through the casino to get from one place to another as long as you keep moving and do not stop watch or play.
