Is it illegal to take a stamp off of an old envelope and reuse it?

If the envelope was never mailed, you can use the stamp, if it can be removed without damage. But it the stamp has already been used, no, you can't legally re-use it even if it didn't get postmarked.

as long as it was never canceled - little ink marks on it - you might be able to steam it off and stick it on another envelope. I have messed up envelopes and had to steam the stamp off and reglue it to another envelope. Messy in the extreme!!
