Is it illegal to use someone else's picture as their own?

Someone found one of my pictures and claims it's theirs and that's exactly how they look like. But that's MY picture. Can they get in trouble for this in any way?

Uh... Only if the pic is copyrighted or there using it for bad things...

if they are using your image as form of legal identification, then yes , its illegal.

If they are using it on a website, without your permission, then not, its not illegal, but may be against the person's website hosts' TOS.
