  1. Absolutely not. There are actors dressed in costumes at Mann's Chinese Theater in Hollywood all the time!

  2. Unless you have you 'stuff' hanging out, or are being otherwise offensive, then no.

I would assume walking around with a white hood over your head, while perhaps even possibly legal, is just a good way to get your *** kicked.

  3. No. It is of course a Class C misdemeanor if you run around naked.

  4. It depends. If you are walking around in a Grim Reaper costume and accosting passerby, then that would be a public disturbance. Dancing around as a mascot, however, is probably acceptable under certain conditions:

    1. You actually are trying to get people to support your team,

    2. You are trying to advertise a business/event,

    3. You are not being rude and/or annoying to passerby,

    4. Your costume is appropriate and does not display obscene or otherwise inappropriate gestures/words/etc.

You might want to check with your city's/town's rules and regulations. If it is not prohibited to walk around dressed as a giant eagle or something similar, then go ahead. Note that passerby are entitled to the right to not have to pay attention to you, say nice things to you, and to be able to say that that's ridiculous.
