  1. Technically, yes.


  2. Technically money has no value, It's just paper.  It is not printed by the Government but by a privately own bank called "The Federal Reserve."  You can do with your "money" what you please. Burn it if it tickles your belly! The only thing I will warn you about is keeping clear those pair of serial numbers written in green ink on the front of the bill because once they become unreadable, the dollar losses it's value. If you tear a dollar bill in half,or burn it, or write on it, you can take the remainder of the dollar  to any bank, as long as those green numbers are visible on both sides of the bill and the numbers match, the bank will redeem them for new dollar bills.

  3. It is so uncivilized to write on money..........i havent seen anybody doing that, so i would say "probably yes".
