No. It is always coming from somewhere. There are 3 ways to minimize damage done with radiation. Time, distance, and shielding. Spend as little time as possible in a radiation area. Maximize the distance between you and the source of radiation. Use as much shielding between you and the source.

Eliminating a particular source could be done by knowing the half-life of the radioisotope, then waiting for it to decay to a safe level (if convenient).

The answer is it is possible to transmute radioactive waste and turn it into isotopes that are more benign.
