not technically but it is illegal to marry someone who has been 'treated as a sibling/raised as a sibling' in your home i think.  which is wierd cuz thats illegal but apparently cousims can marry - eeew!!!!

No it isn't incest if they are step siblings. I have know of families where the parents are married and when the step kids were older they married. It doesn't happen often but it does happen. Also there have been times when two people have gotten married then their parent married each other. Meaning that they became step brother and sister after the marriage of each parent to the other.

Not in the UK.  It's only incest, and therefore illegal, if you are blood related eg siblings, parent/child, uncle/niece & aunt/nephew relationships are all incestuous.  It's not illegal for first cousins though, but generally this is hugely frowned upon socially.
