Yes, that is odd for sure.  I wonder what the Queen is doing on the days Rory Emerald is not available.  Hummmm.   Makes a person wonder.

Yes, I find that odd as well.  I think perhaps he is just there to give advice, I doubt that there is a romantic interest, given the great Rory Emerald's preference for the younger ladies.
