I was never a fan of the show but wallsofflowers is right.  That is just typical of what you get on that sort of animation.  Clear Enunciation went out of fashion after Marlon Brando hit big in the late 1940's.  If you watch older movies everybody talked like that.  And most cartoons will have people talking like that when they aren't doing character voices (listen carefully to the voices on Johnny Quest or for that matter Flash Gordon, or Thundarr the Barbarian).   That's what it is: a style rather than an accent, which has its origin on the stage.

I don't think it's strange, but I grew up watching this show. Most of the voice actors in it have somewhat exaggerated acting styles, though.
