Is it just me, or is California burnt by wildfires every year?

Pretty much, yes.  California is about 1,000 miles north to south, and hundreds of miles wide.  That's a lot of area.  Much of California has a short wet season and a long dry season, meaning that there is plenty of wilderness with dry brush in it.
