Because we remember how great it was under Bill Clinton.

We had a large surplus, the economy was great. True he slipped with Monica, but John Kennedy had a revolving door with respect to women. So many a day, the Secret Service had trouble keeping up with him. He made the statement that if he did not have s*x with a woman, at least twice a day it gave him a headache. Yet we now think of him as a good leader. Myself, I do not care what they do in their personal life, as long as they know how to run the country. And Clinton really did know how to run the country.
