yea i noticed this a while back i think its the way they talk i think they have sum sort of speech impediment or sumthing, but both of their jaws/chins are similar

Only because of Phelps ears and a longer chin, I would have to disagree with you.  It's going to be interesting which late night talk show can get him on their show first.  I think he will be on Leno, before Letterman.
