It varies from state to state. If you are under 18 in most states, 21 in a few you can't buy tobacco, Papers for rolling or any other paraphernalia for smoking, chewing, or dipping tobacco.

Depends on the state, I'm not sure about Missouri but if you go to to your state government website, you might be able to look it up. I live in Arkansas and here, you have to be 18 to get lighter fluid both because it's considered tobacco paraphernalia and because it's a commonly used inhalant.

yes a 15yr old bought lighter fluid and a lighter at a gas station by my school and burned 3 classrooms down on saturday cause a teacher pissed him off
