  1. It is only a federal offense if the manager is opening the mail or keeping the mail. Returning to sender especially if you are not on the lease is not a crime.

  2. If it is properly addressed, his only duty is to deliver to his tenant It is up to the tenant as to disposition. The whole thing can be avoided by simply getting a P.O. Box.

  3. I don't know, but in many states it's not legal to get mail sent to an apartment where the person isn't living there.

Edit: Just have mail sent to where you live now.  Problem solved.  Unless you are in Iraq, and that might be a different story.

  4. I don't know for sure the legalities of it, but I think that it is OK for him to do this since you don't live there.  An easy way to solve it would be to have your mail addressed to you and underneath have care of your brother-in-law's name and address.

    Ex:

    Jane Smith

    c/o Roger Smith

    123 Elmwood Dr.

    Anytown, Anystate 12345

Then, he would have no reason to question it or send it back to the sender.

  5. If you are not a registered Tenant than yes she has every legal right to return to sender your mail.

    Rent a mail box.

  6. It's only illegal if they open it.

  7. yes. because youdont actually live there she has the right to send your mail back
