american express re checked my credit report without consulting me, is this legal?

    There is almost always a clause that allows them to re-review and re-verify your application at any time, including re-pulling your credit.

These credit card companies do whatever they want to do.  In the fine print on the application that you signed, you did give them permission to pull anytime they want.  Also, be very careful!  What the credit card companies also do is see how you are using your available credit with other credit card companies or being late.  They try to see If you are having financial difficulties. As a result, they can also raise your interest rates, as well as decrease your credit limits based on how your behavior is with their credit card or others you may have reporting on your credit report.  They mainly do the credit pulls to ensure that you are not in some sort of financial situation, and to see if you are maintaining a good credit score and continuing to be a positive credit risk.

I think it should be illilgal if it is not yet.  There's no reason for them to do that.  I think that if they want to send you a card, then let them based on information you provide, or that they have gathered one time only.  And I also think that if card companies send you a letter that you are pre approved for a card, then they should be obligated by law to send you the actual card, not ask you to apply for one.  When they do that, they are only fishing for information to someday steal your identity.
