Tips are getting changed before it goes to payroll. Management is actually changing the amount of tips employees are reporting. So to the accountant it looks like this is what the employees actually reported.

  1. They might be legally required to, if not enough tips overall are reported - then they have to "allocate" tips

  2. if they have documentation that shows you under reported then they are to report the correct amount.

if management is doing this to circumvent their responsibility to make up the difference due to a tip credit then this is illegal.

you can not legally under report your tips and it is to your advantage to report accurately. every dollar that is taken from your check for social security and medicare is matched evenly by the employer failing to properly report is the same as throwing those employer contributions away. failing to report tips will lower any future benefit you will be entitled to if you are disabled and when you retire.
