  1. There is no legal requirement to claim allowances. The only thing that would not be legal, would subject you to penalty, is if you claim more allowances than you are entitled to.

    The W-4 provides "guidelines", but you can claim whatever you want.

    The main thing to consider is your tax liablity when you file your income tax return.  If you claim only zero, you MAY end up with a tax debt on April 15 that will be higher.

    Just be careful with your w-4.

  5. When to claim zero allowances, the maximum tax is taken out of your pay.  Of course the IRS will allow this.  

    You can take more allowances.  Fill out Form W-4 to see how many you can take to break even with your taxes.

The IRS will absolutely allow you to do this.  In fact, they often will encourage people to do this because if you knowingly withhold too much from your pay each period, you are essentially giving them an interest-free loan.  They keep your money for the year and then they will refund the overpayment next year.

    The only time there's a problem is that if you don't withhold enough (too many allowances), then you may have to pay a penalty for underwithholding.
