Is it legal for my neighbors sprinklers to wet my cars?

We can never park in front of his house because he waters everyday 2 times and his sprinklers are the kind that are buried and on timers but still they wet any car thats at the curb. THis is so annoying! It seems like thats how he keep folks from parking on front of his house. Is this allowed by the city?
