Is it legal in WA to pack kids into a school bus like 4 people in a bench seat built for 2?

You should talk to your principal or email the school board. By the way, this has nothing to do with boating.

I don't think it would be legal anywhere in the US or Canada.  It is certainly not legal where I live.  You need to talk to your parents and they need to make a formal complaint to the school board and also inform law enforcement.
