Is it legal to drive a passenger bus with a CDL A license and no P endorsment?

Not a school bus, mind you, just a passenger bus. Like a Greyhound bus or a public transit bus or something.

The CDL is required for the type of vehicle. Not for what it is actually carrying.

If the vehicle is DESIGNED to carry 16 people or more, including the driver, then a P endorsement is required.

Nope. I have a CDL w/ a P & X endorsement and you cannot drive a bus empty or loaded no matter what.
