i don't think you can in the US but i have eatin a dog before but that was in the village where i lived.

yes, it is legal. i was involved in a case where a dog was killed and eaten, several years ago. the humane society wanted us to file and prosecute, but we couldn't because no law was violated. the dog was slaughtered just like a cow or pig.
