  1. In the U.S. there are no laws prohibiting the taking of photographs on public or private property(except in certain government facilities). Trespassing laws apply. If  a telescopic lens is used it may pose serious legal issues. If the person taking the photo is clearly visible and is not trespassing they are well within their rights.  Publication of the photos or movies is a whole other issue. In order to be published the photos must not infringe upon a persons privacy and cause harm. This is a very basic explanation, and there are many more factors to be considered.

    Cops take advantage of everything and i think there's too many who don't 'protect and serve' as they say and should.
