yes it is legal, and i recommend a breeder because pet stores sell birds that feather pick and bite a lot!!!!!

A word of advice...do lots and lots of research before you buy.  We have rescued lots of macaws from owners that did not know what they were getting into when they bought a macaw.  Many have been mistreated, had very poor nutrition, been in very small cages, and some kept in the dark to try to keep them quiet.  Macaws are very large, very loud birds, and have very large beaks, therefore can give very large bites.  If you buy one, get it from a reputable breeder .  But first, learn everything you can.  Please read my profile.
