Yes it is legal if its value not so big only for personal use and it is cleared by a certification that it is really a chinese medicine not included in the narcotics which is prohibited.

For personel use yah, but for large portion for business probably not, need FDA approve.

Probably not.                                                                            You can get almost all Chinese medicines here legally.   The US does have Chinese medicine stores.  My wife and I are patrons and there are very few things we can not get.  I don't particularly want endangered animal parts anyway.
