  2. a license plate is not to be covered or obstructed. when you place a clear plastic cover over your license plate, a red light camera fails to record your plate due to a reflection the plastic emits when the cameras flash hits it. also, a license plate frame is illegal if it covers the state's name and any other information.

  3. It depends on the plate, if the numbers and letters are indented as well as painted, it is legal, being there is proof that it is a real tag/plate

    I live in ohio, and the newer plates here are not indented (it's just a painted peice of flat metal), so if you put a cover on it, the cops/sheriffs and public have no idea if it is a real plate, or of somebody just went to kinko's and made a color copy of it (well, more of a home copy, I bet if Kinko's staff saw somebody with a license plate attempting to copy it, they will say something, same principle though), in that case, it is illegal, but in most cases, it is legal
