In any urban area, it will not be allowed.  In a rural area, a septic tank is essentially the same thing.

Why would anyone want to do this?  We have plumbing, and indoor facilities for a reason.

In most of the country, the answer is no.  This is a violation of health and sanitation codes.  You can have a chemical toilet, but an actual outhouse is prohibited.  We have codes in Wisconsin that say even if you have an old outhouse on your property, if you want to move it and use it as a decoration, you can't.  Hope this helps.

It all depends if its an indoor outhouse or an outdoor inhouse

if you have plumbing running to it then yes. but you have to have a permit.
