  2. IANAL, but it looks like you can homeschool someone's else's child in VA -- IF you have a teaching certificate. Otherwise, no.

  4. I'm not sure, but I would think the answer is no.  

    Homeschooling is defined (in simplist terms) by teaching YOUR child in YOUR home.  A PARENT has to sign and submit the forms to the school district to say they are going to homeschool the child(ren).  In your state they may have an allowance to use a home tutor, but said tutor would need to have teacher certification.  The parent is still responsible for providing the district with all the testing and mandatory updates required.

    You might want to check into any homeschoolers groups in your area, religious or other, that meet regularly at each other's homes for the kids to do schoolwork together.  

    My daughter is at pacyber, its a charter school open to all PA residents, and it is going great.  I dont have to do any of the paperwork that homeschooling parents do, the school handles tests, homework, and all of it.  She has teachers and a counselor.  And since it is a charter school, they supply her books, computer, printer, and other school supplies she needs.  I dont know if there is one available in your state yet, but its worth checking out.
