It will be similar to New Zealand where they don't like any foriegn plant animal or mineral. This would include seeds.

Being an island they don't want foreign invaders such as over running the place.

thing is buying seeds comes in descreet packing so would be pretty hard to tell they are seeds being imported.

The seeds themselves won't get you in troubl;e as they don't contain thc.
