Is it legal to put placebo pills and flour in plastic bags to mess with cops?

Also is it legal to have friends buy placebo or flour bags with fake Monopoly money, and do it in front of the police near known neighborhoods with lots of drug activity, and film it for laughs to put on YouTube???

It's not illegal to have flour in a plastic bag, but it could cause you unwanted delays if you do happen to have a run in with the law. I got pulled over once and let the police search my car. They found a tiny zip-lock baggie of silicon earring backs and were quite interested. It was pretty funny to me at the time.

But if you put placebo pills and flour in bags and then have them on your person, or leave them in the street, then the police can't do anything.

Say they found you with a bag of flour on your person, and thena arrested you - you tell them to test it because it's just flour, they do - you can't be sent down for that.

You could be sent down if you handed flour and placebo pills into the police, though, for wasting their time. If they just found them on you, without any direction from you, then they've wasted their OWN time.
