Is it legal to reopen a closed bank account for someone other than the account holder?

I recently closed an account at a bank and when my mother accidentally went to the wrong bank to make a deposit for me the teller reopened the closed account and put my money in it. The envelope with the money that my mother gave them had my new bank account number on it, they completely ignored it and reopened my account without my permission. I can't believe that this is legal so does anyone know where I can find some laws or something to prove to this bank that they were in the wrong? (btw, this caused many overdraft fees at my other bank because this bank with a CLOSED account accepted my money wrongfully) They are covering these overdraft fees for me but they are very rude about it and keep insisting that they are not obligated to do this but they will this time. I want to show them this is not legal any suggestions?
