Is it legal to ride a 1992 fxsts with out a front fender?

I just bought a 1992 fxsts harley spriinger but there is not a front fender, will i get a ticket if i ride it like that ?

you should not have to worry about a ticket , but the first time you ride through a puddle or in the rain your going to want one
