  1. In most areas. But you have to pick up after it.  My friend and I rode our horses on  a 12 mile loop trail  to the local tack store out in pungo, horses still have the right of way there.  But some people aren't considerate of horses.  I have even taken horses through a wendy's drive through.

Depends on the city and it's laws.  I live in NYC and the only horses that we see on the street now are (i) police horses, (ii) carriage horses: the owners have to have a special owner's license (carriage horses used to be banned from the street and should be again - they were only allowed in Central Park - but the law was changed so that they can walk in the street (and one was recently killed because it got stuck between two cars), (iii) there are a few stables in the city where you have to ride along a few streets to get to a park; and (iv) parades - these are usually police horses or horses from a nearby stable.  It is a really difficult life for NYC horses who have to deal with traffic, crazy cab drivers, people yelling things at them, sirens - but they do adapt.  When I lived in a suburb of New York City, no horses were permitted on the streets.

    When you live in a big city, there aren't many options for stabling a horse.  So, even if you own your own horse you can generally only ride him outside where the stable has permission for it's riders to ride (usually stables are located near a park or other bridle path).

  4. Unless the city has made an ordinance to prohibit it.  In most cases it's fine, if there is a rule they'd probably give a warning before doing anything about it.
