  1. It's not  ilegal. Anyway, as "charlie" said, you can buy  bottled water anywhere inside here (México) or Gatorade. I guess it is only to carry it while you are on the car (I assume you are coming on your own vehicle, I've done it from here to USA) that is okay; but if it is not the case, don't do it, it is unnecesary.

The exchange rate changes daily (at free market rules), and you will see wide variations, the regular now is between 10.40 and 10.60 pesos per dollar. Usually, you'll get the lower price when you are selling dollars. The "interbanks" rate is 10.4741 (10.47) pesos per dollar at 2:51 pm central time, may 02 2008. It is a good reference.

  2. Yep, a 1-liter bottle of water in Mexico can be had for less than $1 in most convenience stores (closer to .50 actually). Gatorade is there too, also at prices lower than the USA.

  3. Probably legal, just totally unnecessary...can buy them at any of the millions of little stores in Mexico. See site below for exchange rate.

  4. 1 dollar for 10.546 pesos at the airport.

About the 12 pack; while some beverages can pass tru customs in the hand of a traveler I expect that a 12 pack its simply to  much.

And I see no need of it, bottled water in Mexico is rather cheap and of international quality, and Gatorade is a traded brand that you can find in nearly every store, actually I expect that the fare that you have to paid to  the airline for traveling with that extra weight is more thar the actual cost of those products in Mexico.

  5. No is not illegal,  but if you take beer or wine you need to paid duty's .
