Is it legal to take pictures of license plates you see out on the streets? (in canada)?

Assuming Canadian law is similar to U.S. law then yes. Anything or anyone found in a public forum is open to having there picture taken. There is a presumption that when you go out in public you have given up the expectation that you will not be seen/photographed.
