There appears to be a number of signals in the clear on that satellite.  Usually, if broadcaster wants to control distribution their signal they will encrypt it.  So, you should not have problems with the unencrypted signals if they are used for private, non commercial purposes (e.g. viewing in your home).  I wouldn't put them on TVs in a restaurant, on a cable system or sell tickets to view them, etc. without the express written permission of the program producer.
