  1. a hand written letter is most effective... its personal .. it takes time...

  2. I sent an email, and I get the feeling that it wasn't taken seriously.  It's worth the $.50 to write the letter.

  3. email, I usually get a response the same day.  Snail mail and it ends up sitting on someones desk forever.

  4. My experience is that they are about equal.  What is important is not the method, but the clarity of the communication.  If your note, whether e-mail or regular letter, is organized, detailed, and relatively short (everything on a single page), it will get a response.  I usually keep a printed copy, even of e-mails, and if I do not hear back within six weeks, then I follow up with a phone call or visit to the representative's office.

  5. Email.  Letters have to be opened, and they don't always do that.  They simply throw them.  Emails can be sorted and counted.
