  1. I live in a very old house. We replaced the windows all over the house because it was more energy efficient. We, however, kept the original front windows and side porch windows * that can be seen from the street* because it kept the integrity of the house intact. Also, we just changed out the panes that were cracked. So, you might could just replace some windows and just replace some panes..and you'd come out fine.. but, do what guy number one said and price it out. It might be cheaper one way or another.

  2. It's always going to be less expensive to have the glass replaced vs. the whole window....providing these are older windows that are glazed in and not the energy efficient low E type.  Get some estimates for both....glass replacement and whole window replacement and decide what's best for your budget.  Don't base your decision on one estimate either.  Get 5 estimates for each job and then start deciding what's best for you.

I have an older "character" home and replaced all 18 windows myself about 1.5 years ago.  They were the old rope and weight Anderson windows from 1935.  I replaced them with new Anderson windows for an average of $200/window, but I did all the labor myself which saved a ton of money.  Just adding this so you have more of an idea.
