Question:

Is it my system of the graphic card having problems?

I just bought an ATI RADEON 9550 graphic card 6 days ago. 3 days ago I had it exchanged for a new one because the graphic card was broken (according to the technician) because it's having the "rain effect"; It's like many colored dots and green/red horizontal lines on the desktop. The new one works perfectly until this morning where the display will sometimes goes "over frequency" or the screen just goes garbled all of a sudden. However, most of the time my system will freeze and I have to reset it. This also occurs when playing any game, the system will freeze over after a few seconds and the graphics are distorted. Now I'm totally clueless on what to do now. My system spec is:

AMD Sempron 3000+ 1.6 ghz

1.5GB DDR2 RAM

Biostar motherboard with AGP 8x

21gb left of 80gb hard disk space.

Any kind souls who want to share their opinions on this problem is much appreciated.

    These system specifications are fine. However you haven't supplied the information on your power supplies watts. The more watts your power supply has the more efficient it is at sending power to components such as graphics cards, the motherboard etc.

         If your computer is freezing, the next time you turn it on go to My computer, select control panel, go to administrative tools and then click on event viewer. Here it logs system errors in something similar to a notebook. Search for an error in the different sections of Application, security, system etc. (It will have a red circle with crosses through it). Double click on this error to display the error code, If it says in the description "mini", your RAM is failing.

         On the other hand as I was saying previously, your power supply may also be faulty. When the power supply is failing it will freeze your screen usually, because it isn't constantly working - it's providing irregular power and so, it may work fine for a few hours and then all of a sudden a freeze will take place.

         It could be either our RAM or your PSU (power supply). If it's RAM try switching the slots they are in or purchasing new ram - corsair is a reliable brand. If it's a power supply buy an Antec - they are excellent quality for money.   Glad to help
