Yes and no.  In most electric ovens the "broil" setting means that the top element rather than the bottom is being used and that's all it means.  Now on the temperature side, you could set it to warm and it wouldn't get that hot.  On the other hand if you really want to "broil" something, you need to set the temperature to the hottest setting OR leave the oven door ajar so the element stays red hot.

    In gas ovens the heat source is also above the food, but since you can't leave the door ajar, the temperature setting is more important.

  3. Just set it on broil.  It's HOT.  You will notice that the highest temp is about 500.  When you broil, it is just the top burner that is on so you get direct heat down on whatever you are cooking.  At 500 degrees you would get both burners on (top and bottom) to keep a consistent heat of 500.  

  4. It depends on your oven.  Some just set to "broil" and some have temperatures around 500 that need to be set.....
