well for about 2 hours each day yes (one in the morning one in the evening) now say JAPAN and Virginia yeah that is night and day

at 8:30 pm in the summer time, when it will still be light out in PDT,  Texas, which is on Central time, it will be 10:30 pm and dark...



you could do the same at 8pm California time, and it is dark in Texas (10pm)

Well, not really. Since they are like 1 time zone apart, houston is ahead of california one hour. So they are basically the same time, so to answer your question, no.
