Is it normal for a 13 year old boy's f******n not to retract fully when erect?

my f******n doesn't go over my bellend when i have an erection. i thought this was normal until my friend of the same age told me that his did. when its not erect, it is easy to retract fully, but when its not, the only way i can get it past my glans is by retracting it and holding it there whilst getting an erection.

YES  if you have a tight f******n or a short f******n might pull back by its self when getting erect but if you have a normal loose f******n it will stay down covering your head when erect and you need to pull it back to expose your head.
