she probboaly doesnt like it but she is pretty much normal i have no hores but a dog and i put a mussel on him and he trys to scratch it off

Yes mate it's natural for her to try to scratch it off, does a mustang wear one? Try giving her a spell and make a point of taking it off and putting it back on so that she learns that it is part of her routine. Also give her something to play with to take her mind off it.

She probably doesn't like it.  After all, they are pretty abnormal for a horse to wear.  Imagine yourself in something like that and how you'd feel.

Scratching is normal with something new. Also, its probably a bit sweaty and some hairs are probably going the wrong direction.
