  1. People who live really close to the borders usually hop back and forth for many things:  jobs, health care, cigarettes.  They do the same thing in the Niagara / Buffalo area and I assume other areas across the border.


  2. They can only do that if it is legal for them to work in the other country.  Dual citizenship would certainly come in handy in that case, that's for sure.
