Is it normal for the drain cup on my racor 3213 to always be full?

I just bought an 18' center console with a yamaha 115hp 2 stroke. I am getting familiar now with the racor fuel water separator (3213). When I read about the racors, people say to drain the cup when it fills up, but mine is always full. Ie, after I drain it, I have to keep squeezing the prime bulb until the cup fills back up again with gas... and only then will the prime bulb get firm and the engine will start. Is that normal ? I thought only water was supposed to make it through, a little at a time. Can someone help me out?

p.s. The owner prior to me just replaced the racor, so its not old.

  2. of course its full only the bottom gets drained if you have the  clear bowl on it if you dont you change it once a year or if your having problems like bogging down or not reaching full speed thats the symptoms of water in the bowl

It is normal for it to be full.As water is heavier than gas the water will settle in the bottom.You only need to drain it when you see that it has more water then fuel in it.As for replacing it,you should do it at least once a year because it also filters out dirt and anything else that is in your fuel tank.Hope this answers your question.
