  1. Do not pay any fees to publish your book--the publisher pays you, not the other way around.  The only way you should pay to publish is if you self, or vanity, publish the book (which I would not recommend.  It is pricey and super hard to promote.)

  2.      It's called subsidy publishing, and you have to pay the company to publish your book.  Famous people have used subsidy publishers, and authors such as Walt Whitman have gone ahead and published their own work.  But generally, no.  Keep away from it, unless you have a great deal of money and want to be published at any cost.  Find a reputable publisher and go with him.  The problem with the subsidy boys is that they can give you a false impression of your work.  A straight forward publisher will give you the truth, warts and all.  It may take a lot of time to be published, but that's all in the game.

    Hope this has helped,

    Good luck

  3. I don't know about other countries, but in the USA, you don't pay fees with regular publishers. Usually, they pay you an advance. It may be small, if you're a first-time author.

If you're using a vanity publisher or print-on-demand, then you are self-publishing and would have to pay them. Realize that if you do it this way, you are the one who must distribute the books to get them sold.
